Zustimmung von Dritten und Behörden 1 Ein öffentlich-rechtlicher Vertrag, der in die Rechte eines Dritten eingreift, wird erst wirksam, wenn der Dritte schriftlich zugestimmt hat. 2 Wird ein öffentlich-rechtlicher Vertrag anstelle eines Entscheides abgeschlossen, der der Genehmigung oder der Zustimmung einer anderen Behörde bedürfte, so wird der Vertrag erst wirksam, wenn die andere Behörde vorschriftsgemäss mitgewirkt hat.
