13 1 Le budget pour l'année 1998 sera présenté et adopté par le Grand Conseil selon l'organisation actuelle des départements. Il sera converti selon l'organisation découlant de la présente loi et du règlement qui sera communiqué au Grand Conseil pour la session d'avril 1998. 2 Les coûts provoqués par les modifications d'organisation seront portés soit au budget 1998 selon la procédure applicable aux crédits supplémentaires, soit au budget ordinaire des exercices suivants, selon leur date de comptabilisation.
