Von Kosten deckenden Gebühren kann im Tarif abgesehen werden, a wenn eine Kosten deckende Gebühr im Widerspruch zur Zielsetzung der entsprechenden Leistung der Stadt steht, b wenn die Höhe der Gebühr Anreize zur Umgehung der Leistung der Stadt setzt, c mit Rücksicht auf die wirtschaftliche Leistungsfähigkeit von Leistungsempfängerinnen und Leistungsempfängern.
