Frei bestimmbare und gebundene Ausgaben 1 Eine Ausgabe gilt als frei bestimmbar, wenn hinsichtlich ihrer Höhe, des Zeitpunkts ihrer Vornahme oder anderer wesentlicher Umstände eine verhältnismässig grosse Handlungsfreiheit besteht. 2 Eine Ausgabe gilt als gebunden, wenn sie nicht als neu im Sinne von Absatz 1 gelten kann.
