Charities Act 2011

Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.

Change 1

What to do with it
As published

5 Recreational and similar trusts, etc.

(1) It is charitable (and is to be treated as always having been charitable) to provide, or assist in the provision of, facilities for— (a) recreation, or (b) other leisure-time occupation, if the facilities are provided in the interests of social welfare. (2) The requirement that the facilities are provided in the interests of social welfare cannot be satisfied if the basic conditions are not met. (3) The basic conditions are— (a) that the facilities are provided with the object of improving the conditions of life for the persons for whom the facilities are primarily intended, and (b) that— (i) those persons have need of the facilities because of their youth, age, infirmity or disability, poverty, or social and economic circumstances, or (ii) the facilities are to be available to members of the public at large or to male, or to female, members of the public at large. (4) Subsection (1) applies in particular to— (a) the provision of facilities at village halls, community centres and women's institutes, and (b) the provision and maintenance of grounds and buildings to be used for purposes of recreation or leisure-time occupation, and extends to the provision of facilities for those purposes by the organising of any activity. But this is subject to the requirement that the facilities are provided in the interests of social welfare. (5) Nothing in this section is to be treated as derogating from the public benefit requirement.

One line that says what changes, such as "Halve the dog tax".

Who it helps, what it costs, what it fixes. It is what persuades people to support it.

A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
