Art. 4 Bewilligungspflicht
Wer im Inland gewerbsmässig E-Geld ausgeben will, bedarf einer Bewilligung als E-Geld-Institut durch die Finanzmarktaufsicht (FMA). Mit der gewerbsmässigen Ausgabe von E-Geld darf erst nach Erhalt dieser Bewilligung begonnen werden. Vorbehalten bleiben Art. 24, 26 und 30.
