Jeder Kantonsbürger kann unter den vom Gesetze bestimmten Bedingungen in anderen Gemeinden das Bürgerrecht erwerben. Angenommen in der Volksabstimmung vom 11. März 2007, in Kraft seit 1. Jan. 2008. Gewährleistungsbeschluss vom 6. März 2008 (BBl 2008 2493 Art. 1 Ziff. 10, 2007 7663).
