Art. 30
1 Nebst ihren Befugnissen bei Wahlen und Abstimmungen sowie beim obligatorischen Verfassungsreferendum besitzen die Bürger das Initiativ- und das fakultative Referendumsrecht. 2 Das Gesetz regelt die Ausübung dieser Rechte sowie das Verfahren der Vernehmlassung und der Information der Bürger. Angenommen in der Volksabstimmung vom 24. Okt. 1993, in Kraft seit 1. Juni 1994. Gewährleistungsbeschluss vom 12. Juni 1995 (BBl 1995 III 567 Art. 1 Ziff. 5 I 969).
