1 Die Abgeordneten üben ihr Mandat frei aus. 2 Die Abgeordneten können ohne Ermächtigung des Grossen Rates für die von ihnen vor der Versammlung oder in Kommissionen gemachten Äusserungen nicht strafrechtlich verfolgt werden. 3 Ausser bei Ertappen auf frischer Tat können sie während den Sessionen ohne Ermächtigung der Versammlung nicht verhaftet werden.
