1 Der Staatsrat gewährleistet die öffentliche Ordnung und verfügt zu diesem Zweck über die Polizei- und die kantonalen Truppen. 2 Er übt im Falle grosser und unmittelbar bevorstehender Gefahr die ausserordentliche Gewalt aus und benachrichtigt unverzüglich den Grossen Rat über die Massnahmen, die er trifft.
