1 In jeder Gemeinde bestehen folgende Organe: a. eine Versammlung der in der Gemeinde stimmberechtigten Bürger; b. ein Gemeinderat, der von der Gemeindeversammlung gewählt wird. 2 Die Gemeindeversammlung wählt aus der Mitte der Gemeinderäte einen Präsidenten und einen Vize-Präsidenten. 3 Im Weiteren bestimmt das Gesetz die Grundsätze der Gemeindeorganisation.
