1 Die Bundeshilfe wird gewährt für Anlagen, die eine Erschliessungsvoraussetzung für die Erstellung der Bauten und die Erteilung der Baubewilligung bilden.
2 Solche Anlagen sind insbesondere:
a. Strassen, Wege und Nebenanlagen;
b. Versorgungsanlagen, insbesondere Leitungen und dazugehörige Nebenanlagen für Energie- (Elektrizität, Gas usw.) und Wasserversorgung sowie Abwasserbeseitigung.
