1 Jedermann ist verpflichtet, die Umwelt zu schonen. 2 Der Kanton und die Gemeinden erlassen im Rahmen des Bundesrechts Vorschriften und treffen Massnahmen zum Schutz des Menschen und seiner Umwelt. 3 Sie bewahren die Schönheit und Eigenart der Landschaft und der Ortsbilder sowie der Natur- und Kulturdenkmäler.
