1En cas de catastrophes ou d’autres situations extraordinaires et si le Grand Conseil ne peut exercer ses compétences, le Conseil d’Etat prend toutes les mesures nécessaires pour protéger la population. 2La situation extraordinaire est constatée par le Grand Conseil, s'il peut se réunir.
