1Par la motion, le Grand Conseil peut enjoindre au Conseil d’Etat de lui adresser un rapport ou un projet. 2Par la recommandation, le Grand Conseil peut inviter le Conseil d'Etat à prendre une mesure qui relève de la compétence législative de celui-ci. La proposition de recommandation doit être signée par dix-sept membres du Grand Conseil.
