Beschwerdeberechtigung 1 Zur Beschwerde ist berechtigt: a) wer durch die angefochtene Verfügung berührt ist und ein schutzwürdiges Interesse an deren Aufhebung oder Änderung hat; b) die Behörde, deren Verfügung von einer nichtgerichtlichen Beschwerdeinstanz aufgehoben oder abgeändert wurde.
