Entscheid 1 Hat ein Betroffener ein schutzwürdiges Interesse an der Aufrechterhaltung des Entscheides, so darf das Gericht den Entscheid nur ändern oder aufheben, wenn schutzwürdigere Interessen es erfordern. Es hat unter Berücksichtigung aller Umstände einen Ausgleich der Interessen anzustreben.
