Parking (Code of Practice) Act 2019
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.

7 Appeals against parking charges
(1) This section applies if the parking code contains guidance recommending that all parking appeals are dealt with by a single person who is independent of persons providing private parking facilities. (2) The Secretary of State may, for the purpose of enabling or facilitating persons to act in accordance with that guidance, enter into an agreement with any person who appears to the Secretary of State to be so independent for that person to deal with parking appeals. (3) An agreement under this section may provide— (a) for payments to be made by the Secretary of State in respect of dealing with parking appeals; (b) for the person to have power to charge fees, payable by persons providing private parking facilities, for dealing with parking appeals; (c) for the maximum amount of any fee chargeable by virtue of paragraph (b). (4) A person authorised by an agreement under this section to deal with parking appeals may not authorise any other person to perform that function. (5) In this section “parking appeals” means appeals against parking charges imposed by, or on behalf of, persons providing private parking facilities.

One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
