Postal Services Act 2011
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.

33 Exceptions to minimum requirements
(1) Nothing in section 31 requires the doing of anything in relation to a letter or other postal packet— (a) whose weight exceeds 20 kilograms, or (b) whose dimensions fall outside the minimum and maximum dimensions laid down in the Convention and the Agreement concerning Postal Parcels adopted by the Universal Postal Union. (2) The requirements in section 31 in respect of the delivery or collection of letters or other postal packets (requirements 1 and 2)— (a) do not need to be met on any day which is (in the part of the United Kingdom concerned) a public holiday, and (b) do not need to be met in such geographical conditions or other circumstances as OFCOM consider to be exceptional. (3) Nothing in section 31 is to be read— (a) as requiring a service to continue without interruption, suspension or restriction in an emergency, or (b) as preventing individual agreements as to prices from being concluded with customers.

One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
