Council Regulation (EEC) No 2919/85 of 17 October 1985 laying down the conditions for access to the arrangements under the Revised Convention for the navigation of the Rhine relating to vessels belonging to the Rhine Navigation
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.

Article 2
1. The authorities of the Contracting State in which a vessel is registered in a public register shall alone be competent to issue and withdraw the document provided for in the third paragraph of Article 2 of the Revised Convention for the navigation of the Rhine, establishing that the vessel belongs to Rhine navigation. 2. In the absence of a public register or in the event of a vessel not being registered in a Contracting State, the authorities of the Contracting State in which the owner of the vessel or, in the case of joint ownership, the first joint owner to apply for the document referred to in the preceding paragraph to be issued, has his domicile, usual residence or registered office shall be competent to issue, cancel and withdraw the said document. 3. The ‘document’ may take the form either of a special document in accordance with the third paragraph of Article 2 of the Revised Convention for the navigation of the Rhine or of an entry on another document already issued for the vessel, to the effect that the vessel belongs to Rhine navigation. 4. Each Contracting State shall make known to the other Contracting States, through the Central Commission for the navigation of the Rhine, a list of its designated competent authorities.

One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
