Jede Vertragspartei übersendet dem Generalsekretär alle zwei Jahre einen Bericht über den Stand ihrer Rechtsvorschriften und ihrer Praxis in bezug auf die Bestimmungen der Teile II bis X, die sie nach Artikel 3 bei der Ratifikation oder bei einer späteren Notifikation nach Artikel 4 nicht angegeben hat.
