Art. 2
1 Der Stadtentwicklungsfonds wird mit der Jubiläumsausschüttung der Schaffhauser Kantonalbank an die Stadt Schaffhausen aus dem Jahre 2008 sowie Leistungen Dritter geäufnet. 2 Dem Fonds können vom Volk, dem Grossen Stadtrat oder vom Stadtrat im Rahmen der jeweiligen verfassungsmässigen Ausgabekompetenzen weitere Mittel zugewiesen werden. 3 Gemäss Art. 24 Abs. 2 Finanzhaushaltgesetz sind Spezialfinanzierungen zu verzinsen. Die Verzinsung erfolgt auf den Anfangsbestand des jeweiligen Jahres zum Sparheftzinssatz der Schaffhauser Kantonalbank, welcher am 1. Januar eines jeden Jahres gilt.
