RSA 13 Financial Assistance to Counties, Towns and Cities

Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.

13:2 Emergency Certificates.

If, upon investigation, the governor and council shall determine that an emergency exists in such town, city or county, and that such town, city or county is unable to borrow money through the usual banking channels, upon reasonable conditions as regards payment of interest or otherwise, or is prevented by the existing laws of the state relating to borrowing by towns, cities or counties and the issuance of bonds, or is unable to place loans owing to its impaired financial condition, the governor and council are hereby authorized to issue a certificate under the seal of the state declaring the existence of such emergency and authorizing such town, city or county to issue emergency notes or bonds, in such amounts payable at such times and with such rates of interest as the governor and council may determine, and when necessary the governor and council are hereby authorized in the name of the state to guarantee the payment of said notes or bonds and the interest thereon. One line that says what changes, such as "Halve the dog tax".

Who it helps, what it costs, what it fixes. It is what persuades people to support it.

A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
