Ausnahmen Befreit von der Grundgebühr sind Personen, die sich einzig zu Ferienzwecken oder für einen vorübergehenden Aufenthalt für den Zeitraum von maximal drei Monaten in der Stadt Chur aufhalten. Der Stadtrat kann zur Vermeidung von Härtefällen weitere Ausnahmen festlegen.
