Infrastructure Act 2015
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.
Change 1
18 Transfer of additional functions
(1) The Secretary of State may by regulations provide that a transferable function of the Secretary of State, other than an excluded function, is transferred to a strategic highways company. (2) A transferable function is a function under any enactment which relates to— (a) highways, or (b) planning. (3) An excluded function is a function which— (a) is exercisable by statutory instrument; (b) relates to giving consent (however expressed) to the proposed exercise of a function by any other— (i) highway authority (within the meaning of the Highways Act 1980); (ii) traffic authority (within the meaning of the Road Traffic Regulation Act 1984). (4) Regulations under this section may provide for the function to be exercisable— (a) concurrently with the Secretary of State; (b) only with the consent of the Secretary of State; (c) subject to such other conditions as the Secretary of State considers appropriate. (5) Regulations under this section may amend, repeal, revoke or otherwise modify the application of any enactment (but, in the case of an Act, only if the Act was passed before the end of the Session in which this Act is passed).

One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
