RSA 6 State Treasurer and State Accounts

Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.

6:12-a Refunds.

Whenever it shall appear that a state department or agency has in the course of its administration received funds from sources outside the state treasury designated as revenue, which said funds have been paid into the treasury, and it is later found that certain of said revenue so paid in is in excess of the amounts which should legally be paid to the state, the head of the department or agency concerned may certify the facts of such excess revenue to the commissioner of administrative services and request a repayment thereof to the persons entitled thereto. The governor, with the consent of the council, may, in such instances, draw his warrants for the repayment of such excess revenue from funds in the treasury not otherwise appropriated and the commissioner of administrative services and the treasurer shall credit such repayments to the proper revenue item for the department or agency concerned. One line that says what changes, such as "Halve the dog tax".

Who it helps, what it costs, what it fixes. It is what persuades people to support it.

A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Think it through

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
