Einladungsverfahren 1 Das Einladungsverfahren findet Anwendung für öffentliche Aufträge ausserhalb des Staatsvertragsbereichs nach Massgabe der Schwellenwerte von Anhang 2. 2 Im Einladungsverfahren bestimmt der Auftraggeber, welche Anbieter er ohne öffentliche Ausschreibung zur Angebotsabgabe einladen will. Zu diesem Zweck erstellt er Ausschreibungsunterlagen. Es werden wenn möglich mindestens drei Angebote eingeholt.
