Die verbilligten Darlehen werden nach den kantonalen Ansätzen bemessen. Sie sind mit 2 % zu verzinsen und in regel mässigen Raten innert spätestens 40 Jahren abzuzahlen. Der Stadtrat kann nach Ablauf von 20 Jahren den Zinsfuss erhöhen oder das Darlehen kündigen.
