Die Ausrichtung von Verbilligungsleistungen kann da von abhängig gemacht werden, dass eine angemessene Zahl der unterstützten Wohnungen an Betagte, Invalide oder andere auf dem Wohnungsmarkt besonders benachteiligte Mietbewer ber, wie alleinstehende Mütter, abgegeben wird.
