National Health Service (Wales) Act 2006

Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.

139 Recovery of charges

(1) All charges recoverable under this Act by— (a) the Welsh Ministers, (b) a local social services authority, or (c) any body established under this Act, may be recovered summarily as a civil debt (but this does not affect any other method of recovery). (2) If any person, for the purpose of evading the payment of any charge under this Act, or of reducing the amount of any such charge— (a) knowingly makes any false statement or false representation, or (b) produces or furnishes, or causes or knowingly allows to be produced or furnished, any document or information which he knows to be false in a material particular, the charge or the balance of the charge, may be recovered from him by the person by whom the cost of the service in question was defrayed.

One line that says what changes, such as "Halve the dog tax".

Who it helps, what it costs, what it fixes. It is what persuades people to support it.

A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
