National Health Service (Wales) Act 2006

Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.

173 Resource limits for Special Health Authorities

(1) Each Special Health Authority must ensure that the use of its resources in a financial year does not exceed the amount specified for it in relation to that year by the Welsh Ministers. (2) For the purpose of subsection (1) the Welsh Ministers may give directions— (a) specifying uses of resources which must, or must not, be taken into account, (b) making provision for determining to which Special Health Authority certain uses of resources must be attributed, (c) specifying descriptions of resources which must, or must not, be taken into account. (3) The Welsh Ministers may give such directions to a Special Health Authority as appear to be requisite to secure that it complies with the duty under subsection (1). (4) Subsections (3) to (5) of section 172 apply in relation to the duty under subsection (1) of this section as they apply in relation to the duties under subsections (1) and (2) of that section; and for that purpose references to the defraying of expenditure and the receipt of sums are references to the incurring of liabilities and the acquisition of assets. (5) Where the Welsh Ministers have specified an amount under this section in respect of a financial year, they may vary the amount by a later specification. (6) In this section a reference to the use of resources is a reference to their expenditure, consumption or reduction in value.

One line that says what changes, such as "Halve the dog tax".

Who it helps, what it costs, what it fixes. It is what persuades people to support it.

A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
