Keskjuhatus korraldab kohe pärast Euroopa töönõukogu koosseisu selgumist asutamiskoosoleku, kus Euroopa töönõukogu võtab vastu oma töökorra ning valib liikmete hulgast esimehe ja vajaduse korral tema asendaja.
