Kantonsrat 1 Der Kantonsrat bestimmt den Umfang der Massnahmen nach diesem Gesetz: a. durch Rahmenkredite zum Abschluss von Programmvereinbarungen mit dem Bund; b. im Rahmen des jährlichen Voranschlags; c. im Rahmen von Leistungsaufträgen und Globalbudgets. 2 Er erlässt die zum Vollzug dieses Gesetzes notwendigen Vorschriften durch Verordnung.
