1 Jede polizeiliche Zwangsmassnahme muss zur Wahrung oder Herstellung des rechtmässigen Zustandes geeignet sein. 2 Sie darf nicht über das hinausgehen, was zur Erreichung des verfolgten Zweckes erforderlich ist. 3 Sie darf nicht zu einem Nachteil führen, der in einem Missverhältnis zum verfolgten Zweck steht.
