Einberufung 1 Der Grosse Rat wird mindestens acht Tage im Voraus einberufen; dringende Umstände bleiben vorbehalten. 2 Die Einladung enthält: a) für jede Sitzung die Angabe von Tag und Zeit der Eröffnung; b) die Liste der Verhandlungsgegenstände und die Kategorie der Behandlung; c) das zeitliche Arbeitsprogramm. 3 Der Einladung liegen alle Unterlagen zu den Gegenständen bei, die nicht schon vorher verteilt wurden.
