§ 4
(1) Soweit die Erfüllung der auf das jeweilige Land entfallenden Erstattungsleistungen nach § 3 nicht in voller Höhe erbracht wird, erfolgt bis einschließlich 2004 eine unmittelbare Zahlung der Länder an den Bund bis zum 31. Januar des jeweiligen Jahres. (2) Die Leistungen der Länder an den Bund können durch Verwaltungsvereinbarungen abweichend von diesem Gesetz geregelt werden.
