Art. 5
Der Bürgergemeinde sind insbesondere zur Abstimmung vorzulegen: 1. Aufnahmen ins Bürgerrecht; 2. Verfügungen über die ausgeteilten Gemeindegüter, wobei jede Schmälerung des jetzigen Gesamtbesitzstandes nach Wert und Ausmass unstatthaft ist; 3. Genehmigung von Veräusserung von Liegenschaften, sofern solche nicht in die Kompetenz des Bürgerrates fällt (siehe Art. 8 Ziff. 3); 4. Wahl des Bürgermeisters und des Bürgerrates; 5. Wahl der dreigliedrigen Geschäftsprüfungskommission.
