Localism Act 2011
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.

(6) Any requirement on a local authority under this section must be met before the end of the period of 14 days beginning with the day of receipt by the local authority of the notice under section 86M(1). (7) In this section— “councillor” means a member of— a local authority, a county council for an area for which there are district councils, or a parish council; “electoral area” means any electoral division or ward or (in the case of a parish for which there are no wards) the parish.

One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.
