Beratungsgrundlage 1 Beratungsgrundlage im Verfahren des Grossen Stadtrates ist der Antrag der vorberatenden Kommission bzw. der vom Stadtrat verabschiedete Beratungsgegenstand, wenn keine Vorberatung stattgefunden hat. 2 Die Kommission gibt dem Stadtrat bis zur Behandlung der Vorlage im Grossen Stadtrat Gelegenheit zur Stellungnahme zu ihrem Antrag.
