Eintreten 1 Der Grosse Stadtrat beschliesst zunächst über Eintreten oder Nichteintreten. Liegt kein Antrag auf Nichteintreten vor, kann der Grosse Stadtrat auf eine Eintretensdebatte verzichten. 2 Ein Rückkommen auf einen Eintretensbeschluss ist nicht möglich. 3 Eintreten ist obligatorisch bei Initiativen, beim Aufgaben- und Finanzplan und beim Budget sowie bei der Jahresrechnung und dem Geschäftsbericht.
