Art. 5 Allgemeine Mitwirkung; Petitionsrecht
1 Die Gemeinde sorgt bei wichtigen Grundsatzfragen für einen angemessenen, möglichst frühzeitigen Einbezug der Bevölkerung. Bei Geschäften, die bestimmte Bevölkerungskreise besonders betreffen, wird diesen die Möglichkeit zur Mitwirkung eingeräumt. 2 Das Recht auf die Einreichung von Petitionen und auf deren Behandlung steht nach Massgabe des kantonalen Rechts allen Personen zu.
