1 Voraussetzungen, Inhalt und Ausübung des Stimm- und Wahlrechts richten sich nach der Kantonsverfassung, dem Gemeindegesetz und dem Gesetz über die politischen Rechte. 2 Innerhalb dieses Rahmens gelten die nachfolgenden Bestimmungen.
