§ 7 Tatsächliche Voraussetzungen für das Darlehen
Der Verfolgte hat Anspruch auf Darlehen, wenn es wahrscheinlich ist, daß ihm dadurch die erfolgreiche Wiederaufnahme oder volle Entfaltung der früheren oder die Aufnahme einer gleichwertigen selbständigen Erwerbstätigkeit ermöglicht wird. Das gleiche gilt für Darlehen zur Festigung der Grundlage der bereits aufgenommenen früheren oder einer gleichwertigen selbständigen Erwerbstätigkeit.
