Health and Social Care (Community Health and Standards) Act 2003
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.
Change 1
47 Standards set by Assembly
(1) The Assembly may prepare and publish statements of standards in relation to the provision of health care by and for Welsh NHS bodies. (2) The Assembly must keep the standards under review and may publish amended statements whenever it considers it appropriate. (3) The Assembly must consult such persons as it considers appropriate— (a) before publishing a statement under this section; (b) before publishing an amended statement under this section which in the opinion of the Assembly effects a substantial change in the standards. (4) The standards set out in statements under this section are to be taken into account by a Welsh NHS body in discharging a duty under section 12A(1), 20A(1) or 24A(1) of the National Health Service (Wales) Act 2006 (duties to secure quality in the provision of health services).

One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
