§ 28 Gegenstand
2000 Stimmberechtigte können mit einer Initiative jederzeit verlangen: a. die Total- oder Teilrevision der Kantonsverfassung; b. den Erlass, die Änderung oder die Aufhebung eines Gesetzes; c. die Aufnahme von Verhandlungen über Abschluss oder Änderung einer internationalen oder interkantonalen Vereinbarung mit Verfassungs- oder Gesetzesrang oder die Kündigung einer solchen Vereinbarung.
