1 Die Initiative kann als allgemeine Anregung oder als ausgearbeiteter Entwurf eingereicht werden. 2 Für die Initiative auf Totalrevision der Kantonsverfassung ist nur die Form der allgemeinen Anregung zulässig. 3 Kann einer allgemeinen Anregung nicht entnommen werden, in welcher Rechtsform sie umzusetzen ist, so entscheidet darüber der Kantonsrat.
