1 Der Regierungsrat stellt fest, ob eine Initiative zustande gekommen ist. 2 Der Kantonsrat prüft die Gültigkeit einer Initiative. 3 Eine Initiative ist gültig, wenn sie: a. die Einheit der Form und der Materie wahrt; b. nicht gegen übergeordnetes Recht verstösst; c. nicht offensichtlich undurchführbar ist.
