§ 31 Behandlung
1 Der Kantonsrat entscheidet über Annahme oder Ablehnung einer Initiative. 2 Stimmt der Kantonsrat einer Initiative zu, so wird der ausgearbeitete Entwurf oder der vom Kantonsrat aufgrund einer allgemeinen Anregung gefasste Beschluss dem obligatorischen oder dem fakultativen Referendum unterstellt. 3 Lehnt der Kantonsrat eine Initiative ab, so entscheidet das Volk über sie.
