1 Der Kantonsrat kann einem ausgearbeiteten Entwurf oder seinem Beschluss einen Gegenvorschlag gegenüberstellen. 2 Die Stimmberechtigten entscheiden gleichzeitig über beide Vorlagen. 3 Sie können beiden Vorlagen zustimmen und angeben, welche sie bevorzugen, falls beide angenommen werden.
