§ 48 Wahl
1 Der Kantonsrat wird in geheimer Abstimmung in den Gemeinden gewählt. 2 Jede Gemeinde bildet einen Wahlkreis. Die Sitze werden unter die Gemeinden im Verhältnis zu ihrer Wohnbevölkerung verteilt, wobei jede Gemeinde Anspruch auf mindestens einen Sitz hat. 3 Der Kantonsrat wird nach dem Verhältniswahlverfahren (Proporz) gewählt. Das Gesetz kann Mindestquoren vorsehen. Angenommen in der Volksabstimmung vom 8. März 2015, in Kraft seit 8. März 2015. Gewährleistungsbeschluss vom 3. März 2016 (BBl 2016 2301 Art. 2, 2015 7615).
